Levels of Disruption

General Principle of Communications Preparedness

Most Important Communication
The most important communication is between each person and God, through the Spirit of God.  Everything presented on this page is secondary to this most fundamental source of reliable information.  These tools are suggested not as a substitution for this most important communication line, but rather are offered as supports for it.

Body of Christ -- Working Together
No (wo)man is meant to work always alone.  In the spirit of the body of Christ, we should work together.  The tools on this page are designed to facilitate that, securing communication capabilities between the various members of the body of Christ during times of emergency when the usual routes are disrupted to one degree or another.

Need for Emergency Communications
There are always going to be "urgent" messages for any given societal system.  The seriousness of the emergency may be relative, but the need to be able to communicate these messages if necessary is constant.

Underlying Communications Preparedness Principle
Always have at least two or more methods of communication with your key contacts, so that if one method is disabled, another method can be used.

Redundancy in Modes of Communication
When one method is disabled, an alternative can be put into place.  These include, in the order of decreased susceptibility to disruption: subscribed email lists, individual email addresses, alternative email addresses, website notices, fax, telephone, cell phone, ground mail (postal service), ham radio, hand delivery (remnant postal service).

Redundancy in Persons Passing Information
This is already pretty well built into human interactions.  We have more than once person in our life who relays cutting-edge information to us, and those to whom we relay information likewise have others that give them the same information.  Part of the law of witnesses, but also helpful in assuring that crucial information gets passed along.

Foresight
Having these alternative methods of communication in place prior to their need is as much as 100-fold more simple a task than trying to establish them once a need has presented itself.

Organization
The overall organization of this network needs to be from the bottom up.  Leadership and the communicative connection of leaders will need to be under principles of humble service, not of ego or pride.  No one needs to know everyone, or even a majority of the major network players.  God and his angels are the ones who bring people together and organize the network.  We trust that the people he has led us to know and trust will in turn be connected with other remnant saints, who are connected with others, so that in all the entire network is connected.

Infiltration:
There will be infiltrators.  That is a given.  May they be turned to God through our examples, but if they are unshaken in their determined to destroy us, may we be close enough to the Spirit of God to be able to discern them and negate their ability to unfavorably steer or hinder the course we should take.

Counter Measures for Each Level of Disruption

Advance preparation should be made so that in each of the following circumstances (levels of disruption) an alternative mode of communication can be activated for the relaying of crucial information.

Level 0 Disruption -- All Communications Channels Operational

No impedance of communications channels.  Good time to prepare for a possibility of disruption.

Counter Measures -- Level 0:

Establish email network of remnant saints

Level I Disruption -- Logjam of Email Communications

We've all witnessed this level of disruption.  It is inconvenient but not disabling.  Messages sent get through, but the time delays can be annoying.  Alternative means of communication such as other e-mail accounts, telephone, fax, are still readily available.

Counter Measures -- Level 1:
Have a back-up copy (electronic and hard copy) of email addresses of your main contacts, so you can email directly in the case of the need for an immediate correspondence. This is especially true for list administrators, so they can contact their lists even when the list server goes down temporarily.  With an email database on a floppy disc, one could easily use another computer to send crucial information, if his/her own computer happened to be down.  As an added measure of back-up, it would be good to have phone and fax numbers and mailing addresses of key contacts in case the entire Internet was experiencing some kind of logjam.

Level II Disruption -- Primary Service Down but Significant Alternatives Available

This second level of disruption differs from the first in that one or two primary methods of communication ceases to function, such as an email server being down, or a phone line being knocked out.

Counter Measures -- Level II:
This would be a good time to have calling trees ready to go.  Also, it would be good to have mailing trees (using the established postal services), in case the phones are down in some areas.

Level III Disruption -- All Significant Services Down

All civilian phone lines disabled (taking with it the Internet, fax, most cellular), either regionally or generally.

Counter Measures:

Radio frequency communication, such as Ham and Shortwave Radio.  Maybe some satellite phones will still be operational though conventional phone lines are disabled.

Warning:

All unhardened communications devices are susceptible to EMP.  Steps should be taken to protect crucial components.  This will mean having a back-up set of key electrical parts preserved in an EMP-proof chamber.  It essentially means having two radios.  The unprotected one will be rendered inoperable in the event of EMP. Anything with integrated circuits that are not protected will be irretrievable.

Level IV Disruption -- All Significant Services Down; Alternative Communication Censorship Strongly Enforced

Total collapse of the civilian communications network.  Along with that, the likelihood of police state monitoring of any non-authorized communications.  In the case (very likely) that unscrupulous leadership is in control at this point, alternative methods of communication will need to be functional.

Counter Measures:

Remnant Postal Service.  Know where your key contacts are located.  Establish trusted runners to convey crucial messages.
